Проект преследует следующие задачи: 1) улучшение информационной системы о борьбе с нефтяным загрязнением, 2) повышение качества системы мониторинга производственного, аварийного и нелегального нефтяного загрязнения, 3) организация условий для повышения возможностей реагирования на нефтяное загрязнение, включая анализ рисков и планирование готовности к экстренным ситуациям.
Объявлен конкурс на вакансию Руководителя проекта и эксперта.
Персональные требования: Высшее образование в области морских и экологических наук; опыт не менее 6 (4) лет работы в области загрязнения окружающей среды, в частности нефтяного загрязнения; языки – беглый английский, желательно знание одного из причерноморских языков; хорошее знание компьютера.
Проживание в Стамбуле в течение 20+6 месяцев. Зарплата 3500 (3000) евро в месяц, плюс 1000 (900) евро налоги и 700 евро страховка.

Environmental Monitoring of the Black Sea Basin: Monitoring and Information Systems for Reducing Oil Pollution (MONINFO)
Background
Institutional context
Established in implementation of the Convention on the Protection of the Black Sea Against Pollution, (as defined in Article XVII), the Commission on the Protection of the Black Sea Against Pollution (hereafter referred to as the Black Sea Commission or BSC) acts to (a) Promote the implementation of this Convention and inform the Contracting Parties of its work, (b) make recommendations on measures necessary for achieving the aims of this Convention, (c) consider questions relating to the implementation of this Convention and recommend such amendments to the Convention and to the Protocols as may be required, including amendments to Annexes of this Convention and the Protocols, (d) elaborate criteria pertaining to the prevention, reduction and control of pollution of the marine environment of the Black Sea and to the elimination of the effects of pollution, as well as recommendations on measures to this effect, (e) promote the adoption by the Contracting Parties of additional measures needed to protect the marine environment of the Black Sea, and to that end receive, process and disseminate to the Contracting Parties relevant scientific, technical and statistical information and promote scientific and technical research and (e) cooperate with competent international organizations, especially with a view to developing appropriate programmes or obtaining assistance in order to achieve the purposes of this Convention. The Black Sea Commission’s activities, functions and representation on an operative basis is realized through its Permanent Secretariat, stationed in Istanbul, Turkey.
The Strategic Action Plan for the Rehabilitation and Protection of the Black Sea (SAP), outlining the necessary steps that would contribute significantly to the recovery and protection of the Black Sea was signed on 31 October 1996 and updated in 2002. It is currently undergoing major revisions and changes. This major revision was due to the changing management practices and new emerging priorities, including global challenges. The revised Black Sea Strategic Action Plan lays out the major priority policy fields, actions and the necessary institutional structure to implement them. The core Secretariat comprising of (at present) 2 officials was established and is operational since 15th October 2000.
The Advisory Groups, defined in the SAP, provide technical, scientific expertise as well as provide data within the annual reporting procedures of the Black Sea Commission. Six Advisory Groups are established in the priority policy areas as defined in the BSSAP – 1) Conservation of Biodiversity (CBD), 2) Pollution Monitoring and Assessment (PMA), 3) Land Based Sources (LBS), 4) Integrated Coastal Zone Management (ICZM), 5) Fisheries and Marine Living Resources (FOMLR) and 6) Environmental and Safety Aspects of Shipping (ESAS). The activities are further supported by corresponding six Activity Centers in the countries. In addition there have been established Working Groups for the Water Framework Directive, and a Joint Technical Working Group in implementation of the Memorandum of Understanding concluded with the International Commission on the Protection of the Danube River (ICPDR).
Project context
The oil spills pollution is recognized as one of the major threats to the marine environment of the Black Sea in the Strategic Action Plan (SAP) adopted in 1996 as well asin the revised draft SAP . These two documents state that the presence of risk associated with heavy shipping traffic/platforms/offshore installations/refineries/oil terminals/ ports/pipelines calls for: (a) development of national emergency preparedness and response systems and their coordination at the regional level, (b) improvement of the communication between the private sector and the policy makers and scientists, (c) improvement/development of the Black Sea Information System (BSIS), (www.blacksea-commission.org/BSIS) - ESAS - Environmental Safety Aspects of Shipping- component) including support data sets within the oil industries, private companies dealing with EIA in this particular field (d) archiving the assessments, and contributions in data, evaluations and measures of the marine environmental institutes, e) advancement of surveillance at sea and inspections in ports, and the last but not least g) further development of legal and policy documents, strengthening enforcement and development of common platforms in oil pollution prevention and management.
Addressing this, the Permanent Secretariat of the Commission on the Protection of the Black Sea Against Pollution, with the assistance of EC funding is implementing an action titled “Environmental Monitoring of the Black Sea Basin: Monitoring and Information Systems for Reducing Oil Pollution”
The current Terms of Reference outline the scope for a Project Manager for the above mentioned action.
Project Objectives
The main project objectives are to enable the Black Sea coastal states to better prevent and respond to operational/accidental/illegal oil pollution. Within this long term policy approach, and in support of decision making toward reduction/elimination of oil pollution in the Black Sea, the project will pursue the following objectives
- Improved information system for combating oil pollution;
- Enhanced monitoring system of operational, accidental and illegal pollution;
- Capacity building for enhanced response capabilities, including risk management and emergency preparedness planning.

Project Organization
The project will technically be carried out by the Permanent Secretariat and Project staff. It will be overseen and supported by the Advisory Board, comprising the Chairman of the Commission on the Protection of the Black Sea Against Pollution, Executive Director of the Permanent Secretariat to the Commission on the Protection of the Black Sea Against Pollution, Pollution Monitoring and Assessment Officer of the Black Sea Commission, Project Manager, EC Administrator from DG Environment, responsible for the implementation of the project and nominees from HELCOM, JRC, OSPRI, IMO, EMSA and each Black Sea country for this project. The overall project organization is presented below:
Scope of work
The overall scope of work comprises mobilizing resources for the success, management, successful implementation and achievement of project goals and objectives as per the “Environmental Monitoring of the Black Sea Basin: Monitoring and Information Systems for Reducing Oil Pollution” project document. More specifically the Project Manager shall carry out the following activities:
- Prepare both a concept and a detailed project implementation plan in close cooperation with the Permanent Secretariat, taking into account the project objectives, available resources, budget and foreseen activities. The Project Plan shall closely link the activities of the project document, their structuring and the project goals and objectives as outlined therein. The Project Plan shall be developed taking into account the existing capacity and activities of the Commission on the Protection of the Black Sea Against Pollution, in particular its ESAS Advisory Group.
- Organize, oversee and manage activities foreseen in the project plan, especially supervise the development of the concept for improved Monitoring and Information Systems for Reducing Oil Pollution in the Black Sea.
- Supervise the procurement of goods and services and ensure compliance with the relevant requirements of the project documents.
- Ensure effective communication between the project participants and its bodies (Advisory Board, Permanent Secretariat, Commission on the Protection of the Black Sea Against Pollution, other stakeholders, etc).
- Supervise the setting up of an effective communication infrastructure, including development of internet fora, mailing lists, and any other techniques and technologies for efficient communication and dissemination of information.
- Ensure compliance with all other aspects of the relevant provisions of the General Provisions and Special Provisions of the Project Document (EC visibility guidelines, accounting records, procurement, reporting procedures).
- Prepare the necessary documentation for reporting to the EC and supervise and follow up any issues.
- Assist the Permanent Secretariat with ESAS related activities.
The Project Manager shall work toward achievement of the following project results, where the Black Sea competent authorities should have made significant progress to :
- improve the safety of oil transfer (ships, rigs, pipe-lines) in a way that diminishes and mitigates the risk of oil spill accidents and emergency situations;
- collect and access information on the oil pollution and environmental impact by oil and oil derivatives on the Black Sea marine ecosystem during operational and accidental pollution based on in situ sampling, aerial surveillance, and satellite imagery;
- improve the exchange of oil-related information in the region.
- update and improve national and regional contingency plans for oil pollution.
- efficiently respond to any oil spill accident or emergency situation, individually and, in particular, through bilateral cooperation or within the framework of regional actions, allocating responsibilities and competences to relevant institutions and building upon existing structures, such as the OPRC Convention, the BSC and the European Community Civil Protection Mechanism.
- perform risk and impact assessments.
- provide monitoring and surveillance for reducing and eventually eliminating illegal discharges of ship-generated wastes in the Black Sea.
- increase public awareness of environmental concerns and need to protect the Black Sea from oil pollution.
- achieve good environmental status through reduction/elimination of oil pollution in the Black Sea.
Personnel requirements
Education: University degree in Marine, Maritime or Environmental Sciences.
Experience: At least 6 years of experience in environmental pollution and in particular oil pollution. Knowledge in environmental and vessel traffic monitoring systems is reqired, as well as a successful record of having implemented similar projects.
Skills & qualities: Managerial, negotiation, communication, and personnel management, good organizational skills and team work abilities are required. Having a high computer literacy is important.
Language skills: The Project Manager shall be fluent in English. Knowledge of one or more of the languages of the Black Sea countries (Bulgarian, Romanian, Russian, Georgian, Turkish, Ukrainian) is an important advantage.
Reporting
The Project Manager shall report to the Executive Director of the Permanent Secretariat of the Commission on the Protection of the Black Sea Against Pollution.
Remuneration
The Project Manager will be offered lump sum monthly net salary payment of 3,500 EUR/month equivalent to the level of the remuneration paid by the Commission on the Protection of the Black Sea Against Pollution to the Permanent Secretariat staff. The Secretariat will pay also monthly 1000 Euro for taxes and 700 Euro for social security (includes governmental health insurance for him/her and his/her family and pension funds).
Duration
The Project Manager shall be contracted for a period of 20 months starting in the first quarter of 2009 for full time work at the premises of the Black Sea Commission, located in Istanbul, Turkey. There is a high possibility for an extension of another six months.
